Either that, or setup couldn't replace your cygwin1.dll because it was in
use.  It's probably scheduled for an on-reboot replacement now.  Try
rebooting and see if it helps.  FWIW, this problem has been reported
already, see <http://cygwin.com/ml/cygwin/2003-04/msg00125.html>, for
example.
