Permit me to introduce you to www.cygwin.com.  It will be your guide for
your entire Cygwin journey.  Packed with information, you should find it 
useful in your exploration of Cygwin.  Indeed, on the main page of the 
site there's a pointer to the install program, setup.exe.  That will do
the installation.  The rest of the site will help you understand how to 
use it and where to go and what to do if you run into problems.  You 
couldn't ask for a better guide. :-)
