I have no much information about its matter but i had to disable winsock proxy for X programs by placing into X11R6.4/bin directory Wspcfg.ini file with [Common Configuration] Disable=1 in it to be able to run them on my computer. Otherwise sockets simply didn't work while winSock proxy was enabled.
