Questions is which MOTIF? If you are talking about MOTIF colone (lessTif) then yes that work and it compiles under Win32 with EGCS and also with PGI compiler. In case you are refering to MOTIF from OpenGroup, then answer is again yes. I do have those libraries too compiled under Win32 with EGCS and PGI compilers.
