Here's a better workaround:
  
  $ export TCL_LIBRARY=C:/Cygnus/cygwin-b20/share/tcl8.0
		       ^^ or wherever cygwin is installed. Might have
		       to use the DOS path (but use '/' instead of '\\').
  $ expect
