	Ok, so specifically speaking, without running the bat file (cygwin.bat), 
the environment variables are _not_  set up (tested this last night) .

	Cygwin.bat _does_ generate the environment variables, but only when you
start a bash shell, and then _only_ will it set up _local_  "user
environment variables under NT 4.0" only for as long as the bash shell is
operative.  When the bash shell is shut down, so are the environment
variables.

	On another note, will Make 3.76.1 work under the bash shell?  I don't 
really have the time to test this out so if someone can answer this 
question, it would be appreciated.
