Modify Makefile.comm in the root groff directory:

install_prog:
	-test -d $(bindir) || mkdir $(bindir)
	rm -f $(bindir)/$(NAMEPREFIX)$(PROG)
	$(INSTALL_PROGRAM) $(PROG).exe $(bindir)/$(NAMEPREFIX)$(PROG).exe
                             ^^^^                               ^^^^
