From the cygwin-1.7.5 release announcement:

- Support DEC Backarrow Key Mode escape sequences (ESC [ ? 67 h,
 ESC [ ? 67 l) in Windows console.

(The first one switches to ^H. You'll need to set stty erase accordingly.)
