Without checking, I think it's just that the version of libssh2 is too old for Net-SSH2-0.20.
Net-SSH2-0.20 should build against libssh2 versions 0.19 and 1.0. What version of the library do you have ? You should be able to build libssh2-1.0 from source, if the binary being distributed by cygwin is too old ... it's just a question of how many  different roads you want to investigate, and how far down those different roads you're prepared to travel :-)
