  Two things:

1. http://cygwin.com/acronyms#PPIOSPE.  Redirected to mailing list.

2. http://cygwin.com/faq/faq.setup.html#faq.setup.what-packages

  As you surmised way back at the start of the thread, make isn't part of the
default selection, you'll need to rerun setup.exe and select it in the package
chooser.
