Works fine for me. The x-axis extends from below 0 to above 20000 and the
y-axis extends from below -1 to above 2. The 3 points with negative y are
plotted below the invisible line y=0.

Are you saying you want explicit drawn axes at x=0 and y=0? That's a
different thing. Just tell gnuplot that that's how you want the graph
presented.
