Then the master mirrors list is reserved for bootstrapping. Secondly if you use the 'IE5 settings' choice in the current setup.exe, setup allows cached data, and will operate *much* faster at retrieving the mirrors.lst and mirror setup.bz2 files (when no changes have occured).
