Yes BUT:
2) is not a problem in either scenario, as long as you use the same set
of mirrors each time, setup will avoid downloading duplicates.
1) is only a problem if you choose to force a full copy into the cache,
as opposed to downloading what is needed to update your local install.

As has been said before, if you want to
"Get a full copy of cygwin to install on an arbitrary set of machines"
