Guenter,

Your system seems to be particularly strange. Could you let us know
if the problem persists after a) upgrading Cygwin to 1.3.21 and
b) using the setup snapshot from 
<http://www.cygwin.com/setup-snapshots/setup-2.249.2.10.exe>

If the problem persists, please cd /bin and send the output of
 id
 cacls .
 ls -l <some offending file>
