There is a new setup.exe snapshot. It's a minor increment over the
current setup.

Specifically it should address the problems with ntsec being on by
default, and a recent bug report where proxies that need a username and
an empty password couldn't be used.

You can download the snapshot from
http://www.cygwin.com/setup-snapshots/setup-2.249.2.10.exe

If there are no regressions reported in the next few days, we'll release
this version with the usual announcement, changelog etc :}.

A huge thanks to Max, Pavel and Pierre for their work in bringing you
this release-candidate.
