Nope. What you need is something like:

D:\
D:\cygwin (empty dir)
D:\cygwinpackages\
D:\cygwinpackages\ftp....

Tell setup to use d:\cygwinpackages as the local package dir.

If that still crashes, grab a stack dump with drmingw (preferred) or
drwatson.
Also, you might try the 2.259.2.4 snapshot from
http://www.cygwin.com/setup-snapshots. It's not ready for release yet,
but it may have the bug you are experiencing fixed. YMMV.
