WARNING: This is mostly a hunch, and I'm not sure it's based on a proper 
understanding of Windows operation under a domain controller or of Cygwin's 
use of the registry, so someone who does know should pipe in if it reflects 
inaccurate reasoning or information.


Are you using roaming profiles? Was your (working) Cygwin installation set 
up for you alone, not for all users of the machine on which it was installed?

Is it possible that the registry entries for the Cygwin mounts are not 
present in the proper place in your profile on the new domain controller?
