Get the new setup.exe http://www.cygwin.com/setup.exe
It knows what to install if you choose gcc.

Also a look in setup.ini should tell you what you need else:
@ gcc
sdesc: "C, C++, Fortran compilers"
category: Devel
requires: cygwin ash binutils w32api <--------------------HERE!
version: 2.95.3-5
install: latest/gcc/gcc-2.95.3-5.tar.bz2 3537567
source: latest/gcc/gcc-2.95.3-5-src.tar.bz2 8507050
