Many thanks to Harold G. "Andy" Andrews II and Arthur I Schwarz for
their help. I needed to do this:
1) configure --enable-languages=gcc,c++,f77   Apparently, it you leave
out this specification, make will die before copying across the include
files for c++.
2) Defining HAVE_SYS_ERRLIST and HAVE_SYS_NERR in /libiberty/config.h
and /i686-pc-cygwin/libiberty/config.h
2) When generating the final executable, include -L/usr/local/lib in the
command. This lets it find the libraries.
