Are there any clues in the Event Log?  How about in /var/log/sshd*.log?

Did you run as the same NT user that owns the /etc/ssh_host*_key files?

Is the NT user account you used set up with the necessary "special
user rights" needed by ssh?  See /usr/doc/Cygwin/openssh*.README.
