Just make a shortcut to c:\cygwin\bin\rxvt.exe on your desktop (or
where ever you want it).  If you want any command-line options to
rxvt, just put them into the 'Target' field of the shortcut (just
after c:\cygwin\bin\rxvt).

Obviously, you would modify the paths above to fit your installation.
