I've taken the cmd.exe from ReactOS and extracted JUST the source
necessary for it, and put it here:

http://www.neuro.gatech.edu/users/cwilson/cygutils/unversioned/cmd-reactos/

The binary is provided AS-IS, in the hopes that it will be useful. 
(Also check out consize.exe at 

http://www.neuro.gatech.edu/users/cwilson/cygutils/unversioned/consize/

which, when combined with cmd-reactos, should give you scrollbars on
Win9x!
