Hi,

It seems to be a bug in the current Cygwin release version,
which I have just downloaded and installed. Bash allows
to really change directory to ".." even from the root directory!
Started as standard "cygwin.bat", it also shows this
directory as "/.." before the prompt. Consistently enough,
"pwd" prints paths like "/..", "/../.." etc, depending
on how many times "cd .." was issued. Shouldn't "cd" just
stay at "/" when "cd .." attempted? UNIX versions do.
