Yes for me too, the server is down...

Try (all in one line), as long as the server is down:
ftp://ftp.franken.de/pub/win32/develop/gnuwin32/cygwin/porters/Wilson_Charles_S/index.html

Maybe there are somewhere else mirrors of the porters directory, i don't know.
