The simple answer is "No.  It isn't possible."

Assuming that you could do this, however, your program would immediately
become GPLed.  You would definitely have to distribute source code even
under the "new" cygwin licensing scheme.

I'm not sure what benefit you would hope to gain from a static link,
actually.
