Hi!

  Running the following program under cygwin B20.1 gives "Error: No
such file or directory", even if file named "a%b" exists in current
path. Is it bug or feature?

=== open.c ========================================================
#include "fcntl.h"
#include "stdio.h"

main ()
{
  int f = open ( "a%b" , O_BINARY );
  perror ( "Error" ) ;
}
