I don't know if anyone else has found this to be true, but....

If the user my sshd1.exe runs as (the user ID the service starts as) is
not a local administrator cntrl-c does not work.  If the service user is
an administrator everything is fine.  Perhaps it is an extra right that
needs to be applied.....
