 Is there any way of changing the mode of a tty (and other devices that live in
/dev). I would like to set write permission for others to my tty, so that they
can issue a talk request to me.
 Chmod does not touch them, umask does not help even if it is 000, and I am
using CYGWIN="tty ntea"
 If this is not possible at all, is there going to be a fix for it in the
future?
