Hi Mikhail,

unfortunately, B20.1 doesn't support tape devices.

But you will find my own version of cygwin1.dll, which
supports tapes and other raw devices, on

ftp://ftp.franken.de/pub/win32/develop/gnuwin32/cygwin32/porters/Vinschen_Corinna/B20

The current version, named `tape_cygwin1.dll.tar.gz', is
related to B20.0 with Sergey's coolview patches.

Today, I will send a B20.1 related and extended version
to Michael Hirmke, which maintains the above ftp server.
It will be published as `cv_cygwin1.dll.gz' in the same
directory in a few days.
