Is it possible to build a native win32 dll without needing cygwin1.dll.

I mean, I built a dll following the method to build a relocatable dll.
But when I build a application and link it with that dll it still
requires cygwin1.dll in the path.

Even if I build everything with -mno-cygwin. Is there a similar switch
for ld or dlltool to build a "static" dll.
