When attempting to install full.exe on NT4.0, after creation
of new directory in c:\temp\cygwin, the process starts, but
then the WinNT Startup background screen shows up with the message
box:
	"Please go to the Control Panel to install and
		configure system components"


After hitting ok, nothing.

c:\temp\cygwin contains 
	data1.cab
	cygnus.ico
	autorun.inf	
	data.tag
