Variants of the Universal Naming Convention pop up in various
contexts in file and device names for cygwin32:  things like
\\.\tape0 for tape device names, and //c as a substitute for the
DOS phrase C:\.  Is there a general explanation of this syntax
somewhere?  And of its usage both within the Windows NT environment
and cygwin32?
