I have been trying to install B19 for several days now on a Windows NT 4 Workstation. After ftping from three different mirrors, the same problem persists. cdk.exe appear installs up to a point. 13 files expand into the
default C:\tmp directory. Then, a Setup Initialization Error
window with the message "Setup is unable to find installation
languages in the C:\TMP\SETUP.LID file." Setup.lid was NOT in this
directory.

On advice of Earnie Boyd, I tried installing usertools since that fixed the problem for someone. Net result - SAME PROBLEM while installing tools. What is this thing called SETUP.LID? How is it generated? How to fix the problem?
