I fear too much crossposting in comp.os.windows.*!
Better would be somewhere under Unix, or like Linux:
comp.os.cygwin.announce (moderated)
comp.os.cygwin.misc
Maybe comp.unix.emulation.cygwin or comp.os.unix.cygwin?
