This isn't the Perl from ActiveState (formerly HIP Communications), but
the standard port by Gurusamy Sarathi.

But I don't think, this makes any difference for your problem, which
AFAIK comes from Perl being a true Win32 application, while bash is an
application depending on the Cygnus layer.

If you would like to use Perl within the Cygnus layer, shou should
consider to install one, which has been compiled especially for this
layer (or compile it yourself).
