I've uploaded release 3 to ftp://ftp.cs.nyu.edu/pub/local/fox/cygwin32.
This release fixes a problem that prevented RPM from working in some
cases when it was not invoked with its full pathname.

  rpm-2.4.109-3.cygwin32.tar.gz
  rpm-2.4.109-3.src.rpm

Still waiting to hear from anyone who tries to use this...
