AFAIK officially these are undocumented. In Win95/NT they can be
accessed via OLE objects exported by the Explorer shell.

There is a seemingly incomplete description of PIFs at
http://www.wotsit.demon.co.uk/binaries.htm .

Another one is on CompuServe (UC793.ASC in the DDJFORUM, section 0).
