GDBTK_LIBRARY=C:/gnuwin32/b18/share/gdbtcl
TCL_LIBRARY=C:/gnuwin32/b18/tcl/lib/tcl7.6

Don't forget to use the drive in these paths.
I had these vars without the drive and got the same error messages you
have.
