I've found that the Borland Runtime DLL tends to crap out at the end of
execution if it is running from or is being called by an application
that is using another runtime library.

The problem is due to the fact that the Borland cleanup routines aren't
being called properly.

Best bet is to recompile your TCL/TK with the compiler and runtime
you're going to be using for your application if you can.

.... Or, of course, compile everything with Borland ...
