Hello!Thank  Sergey,Alex and Kees van Veen for your help.

I have removed appropriate line from  file inetd.conf
And has established variable CYGWIN_TTY and CYGWIN_TITLE in "1".
After it in 'Event Viewer' has not become to occur new messages.
However at connection telnet continues to give out the same error:
" telnetd: All network ports in use "           8-((
