You need a patch for the Perl sources.  See
http://www.tiac.net/users/cgf/ .  
(Thanks to Chris Faylor for the original patches! :-)

I fixed these patches (trivial fixes, really) to apply cleanly to
perl5.004_04, and you 
can retrieve this version from
http://www.lava.net/~lalee/cygperl/perl5.004_04.pat .  

You should get about a 93% success rate when you 'make test' -- only 1
of 153 test 
scripts fail AFAICS.
