The reason is that taking over the console in this way prevents the
use of regular console apps like vim.  Starting vim with CYGWIN_TTY
set results in a failure dialog of some sort.  Until this is figured
out, CYGWIN_TTY will default to off.

This will be documented in b19 docs.
