[<signal.h> actually; POSIX doesn't mandate <sys/sygnal.h>]

Aside from sigaction, the following symbols mandated by POSIX are
missing from signal.h:

SIGCONT
kill
sigdelset
sigfillset
sigismember
sigpending
sigsuspend


More grist for the convert-to-glibc mill.
