I don't think that anyone will argue that Cygnus should be paid
royalties or license fees when proprietary, non-GPL software is sold
and uses cygwin.dll at runtime...  The issue is HOW MUCH ? Knowing
the cost makes a huge difference in knowing whether using Cygnus libraries
is worth it over native win32 development. Developers and those making
business decisions are entitled to know this up front. So once again HOW
MUCH ?
