We will be keeping a common source base to keep things as sane as possible.
When the APIs are different in Windows 95, we have a code chunk for each OS
and then run the appropriate one at runtime.  As the project progresses,
some NT specific functionality may be implemented that Win 95 folks will
miss out on (security-related stuff mostly?).
