Cygnus tools allows to compile X clients and libraries, so, I think, they 
allows compile and X server code too. But it requires writing a lot of code 
to "wrap" X requests to GDI requests, because Xfree video model is not 
suitable for Win32 environment (Xfree requires direct access to video 
hardware).
