The standard Unix web2c distribution from Karl Berry should configure,
compile  and run under   gnu-win32 without any modification.  You  can
find it on ctan:systems/unix .

Alternatively, I've  patched it for compiling  with VC++. It does work
and is  much faster than miktex,  although less tested and  less win32
oriented.  The next distribution for web2c should appear soon.
