NCSA telnet includes a pretty decent ftp server, with accounts etc.. I used it for several years in a classroom environment and no-one broke it.. :-) It does require a dedicated pc, since the NCSA project was written on MSDOS and is single tasking. It's easy to set up, and uses a packetdriver interface.
