I have done it once this way:
1- using pqmagic I moved the partition upwards so that the begining
of the drive is free
2- using pqmagic (or something), I made a Fat16b primary partition
at the begining of the drive
3- still with the windows partition active, I formated and SYS'ed the
second partiton that apears as D:
4- I can now use any Fdisk to change the active partition and boot from it.
There is a BUG in DR-DOS in the partion managing: the DR-DOS boot
partition has to be the first
