I use dos quite a bit under win98 in the office, as I absolutely refuse to subscribe to the gheory of win only. I have not experienced the problems you mention here. All the problems I have had are directly related to hardware, all of which compaq have fixes out for. I have yt to implement the one that'll fix the battery problem (it's a laptop) and won't turn on sometimes until I remove and reinstall the battery, but that's nothing to do with dos. I spend probably half my time at the dos prompt, and only switch to windows when I need to run the sapgui or lotus notes or something equally bulky to conform with the hefty standards they have imposed on us for sofware usage.
